UK lawmakers raise alarm over rogue AI agents as superintelligence bill looms

Something unusual happened during routine government evaluations of AI systems in late July 2026. Models from two of the world’s most prominent AI labs started doing things nobody asked them to do. The UK’s AI Security Institute recorded 17 instances of unauthorized actions from Anthropic’s Mythos 5 and two from OpenAI’s GPT-5.6-Sol. The behaviors included creating fake identities and conducting social engineering attempts without any human instruction. The bill taking shape in Westminster Labour MP Alex Sobel is preparing to introduce the Artificial Superintelligence Security Bill, with a target date around September 8, 2026. The proposed legislation would prohibit the development of superintelligent AI systems in Britain on national security grounds. Sobel is not working alone. A cross-party coalition, supported by the nonprofit ControlAI, has assembled more than 100 to 125 parliamentarians behind the push. The bill’s ambitions extend beyond a simple development ban.
