South Korean President Lee Jae-myung stood before investors in New York on September 23 and laid out a plan that amounts to the country’s biggest industrial bet in decades: double semiconductor production capacity within five years. The numbers behind the pledge Samsung Electronics and SK hynix have committed a combined investment exceeding 800 trillion won, roughly $518 to $520 billion. That money is earmarked for four new memory fabrication plants, supplier networks, and the infrastructure needed to keep them running. When you layer in spending on AI data centers and the government’s other two “megaprojects,” total investment is expected to surpass 880 trillion to 1 quadrillion won. Samsung and SK hynix together already account for about two-thirds of global memory chip production, so doubling their output isn’t just a South Korean story. It’s a global supply story. President Lee referred to Samsung Chairman Lee Jae-yong and SK Group Chairman Chey Tae-won as “national heroes” for their investment commitments.
