Senate Majority Leader John Thune made the announcement as lawmakers headed for the August recess, leaving the crypto industry’s biggest regulatory priority in limbo. A cloture motion has been filed, which means the procedural machinery is technically in place for a vote when Congress reconvenes. But filing paperwork and actually passing a bill are two very different things, especially when you need 60 votes and a midterm election is breathing down everyone’s neck. What happened and why it matters The CLARITY Act, formally designated H.R. 3633, cleared the House on July 17, 2025, with a comfortable bipartisan margin of 294 to 134.
