Christine Lagarde warns Europe must develop its own AI technology or face dangerous dependency

Christine Lagarde, president of the European Central Bank, delivered a pointed warning in Vienna on September 14: Europe either builds its own artificial intelligence infrastructure or accepts a future where its healthcare, transportation, and financial systems depend entirely on technology controlled by Washington and Beijing. The math behind Lagarde’s anxiety is hard to argue with. Last year, the US produced 59 notable AI models. China turned out 35. Europe managed two, one from France and one from the UK. The compute problem Europe currently holds roughly 5% of global AI computing capacity. The US commands about 75%. Lagarde estimated that closing this compute shortfall could require investments of up to €600 billion over the next decade. Europe’s data-center capacity gap is expected to widen more than sixfold within that same timeframe if nothing changes. The ECB president identified specific European strengths worth leveraging, naming French AI company Mistral and Dutch semiconductor equipment maker ASML as firms that could anchor a credible domestic AI ecosystem.
